BCI recommends Minimum Stipend for Junior Lawyers as States Roll Out Support Schemes

In a move aimed at supporting young legal professionals, the Bar Council of India (BCI) has confirmed that several states—including Kerala, Tamil Nadu, Andhra Pradesh and Jharkhand—have already introduced stipends or financial assistance programmes for junior advocates. These benefits are being offered through State Government schemes, Bar Council welfare funds, and initiatives run by Bar Associations.

However, in the case of Maharashtra, officials point out that any State‑wide stipend programme would require a formal implementation mechanism. This would typically involve the State Bar Council and the State Government working together on matters such as budget allocation, eligibility norms, verification processes and financial audits.

Acknowledging the financial hardships faced by early‑career lawyers, the BCI had recently taken a significant step. Through Circular No. BCI:D:5383/2024 issued on October 15, 2024, the Council recommended a minimum monthly stipend of Rs 20,000 for junior advocates working in urban areas and Rs 15,000 per month for those practising in rural regions. The advisory has been sent to all State Bar Councils and Bar Associations, urging them to put mechanisms in place to support young lawyers associated with senior advocates, assisting advocates or law firms.

The information was shared in the Lok Sabha by Union Minister of State (Independent Charge) for Law and Justice, and Minister of State for Parliamentary Affairs, Arjun Ram Meghwal, who highlighted the government’s awareness of the financial struggles faced by new entrants to the legal profession.
