Digital Push takes Uttarakhand to No. 1 in ICJS, New Criminal Codes

Uttarakhand has emerged as the top-performing state in the country in implementing the new criminal laws and the Interoperable Criminal Justice System (ICJS), according to January 2026 data released by the National Crime Records Bureau (NCRB).

With a score of 93.46, the state edged out Haryana (93.41), Assam (93.16), Sikkim (91.82), and Madhya Pradesh (90.55).
State officials attributed the achievement to the close monitoring of Chief Minister Pushkar Singh Dhami, who held regular review meetings to ensure a seamless shift to the new legal framework—the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and the Bharatiya Sakshya Adhiniyam (BSA).
The ICJS rollout has introduced a “One Data, One Entry” system, enabling real-time information exchange across the Crime and Criminal Tracking Network and Systems (CCTNS), e‑Courts, e‑Prisons, e‑Prosecution, and e‑Forensics platforms. Officials said the digitisation push has cut paperwork and sped up case processing.
To enhance investigations, the state has deployed the e‑Sakshya app for secure digital evidence collection and crime-scene videography. More than 23,000 police personnel have been trained to operate under the new system, while virtual hearings through Nyaya Shruti and the use of mobile forensic vans have been expanded.
While the state government has celebrated the digital advancement, experts cautioned that administrative progress should not be mistaken for an improvement in overall public safety.
