Rural Sanitation gets a boost, 83% villages now ODF Plus

Over 83% of India’s villages have now been declared ODF Plus (Model). The Department of Drinking Water and Sanitation (DDWS) has reported major achievements under the Swachh Bharat Mission (Grameen) in 2025, with more than 5.27 lakh villages have established solid waste management systems, while more than 5.41 lakh villages have set up liquid waste management facilities.

The Swachhata Hi Seva (SHS) 2025 campaign, organised from September 17 to October 2, witnessed massive public participation, drawing over 18 crore people nationwide, including more than 13 crore from rural areas.

The DDWS campaign ‘Hamara Shauchalay, Hamara Bhavishya’ resulted in the repair and beautification of over a lakh Individual Household Toilets (IHHLs) and over 550 Community Sanitary Complexes (CSCs). Nearly 49,000 IEC and BCC activities were conducted under the campaign, with participation from more than 32 lakh citizens.

Launched on October 2, 2014, by Prime Minister Narendra Modi, the Swachh Bharat Mission–Grameen (SBM‑G) initially aimed to make India Open Defecation Free (ODF) by October 2, 2019. Rural sanitation coverage rose from 39% in 2014 to 100% by 2019, with all villages declaring themselves ODF.

Phase II of SBM‑G, launched in 2020, seeks to ensure “Sampoorna Swachhata” by sustaining ODF gains and ensuring universal access to toilets and waste management systems. The focus areas include ODF sustainability, solid and liquid waste management, and visual cleanliness.

The total program outlay for SBM (G) Phase II stands at more than Rs 1.40 lakh crore.

As per data available on the SBM (G) IMIS portal as of December 16, 2025, over 12 crore Individual Household Latrines and 2.67 lakh Community Sanitary Complexes have been constructed since October 2, 2014. More than 4.89 lakh villages have been declared ODF Plus (Model), and over 4.15 lakh have been verified as ODF Plus (Model). Also over 5,300 blocks now have systems for plastic waste management, while under the GOBARdhan initiative, over 970 community biogas plants are operational in the country.

Training and capacity-building initiatives have also progressed significantly, with 21,306 training programs conducted covering 1,15,274 gram panchayats. A total of 32,298 trainers—including 3,442 master trainers and 28,856 field trainers—have been trained to support ongoing activities under the mission.
